			<content:encoded><![CDATA[<p>UCU is delighted to announce that Dr Miguel Angel Beltran, the university professor imprisoned in Colombia since May 2009 was finally released this Tuesday 7th June, having been declared innocent of the spurious charges of &#8216;rebellion&#8217; and &#8216;criminal conspiracy for terrorist purposes&#8217;.</p>
<p>Dr Beltran has endured two years in prison without conviction simply for publishing articles and research critical of the Colombian government.</p>
<p>Alongside our sister education unions around the world, UCU has fought hard to demand his release and to defend academic freedom. This fantastic news is a vindication of our efforts and a significant step forward in the struggle for human rights in Colombia.</p>
<p>Dr Beltran was met at the gates of La Picota prison in Bogota on Tuesday by around 200 supporters, including family, academic colleagues and former students. On hearing the verdict Dr Beltran said &#8216;The truth triumphed, critical thought is not terrorism. They were two difficult years&#8217;.</p>

			<content:encoded><![CDATA[<p>Thanks to everyone who has joined the call for the release of Dr Beltran from his imprisonment in Colombia. The University and College Union, together with Justice for Colombia has today submitted to President Santos a letter signed by more than 4000 academics.</p>
<p>Signatories include the Nobel prize winner, Sir Richard Roberts and a host of scholars with international reputations.</p>
<p>While most of the signatories are from the UK, the open letter attracted support from educators in more than 20 countries across the world, including Australia, Belgium, Brazil, Canada, China, Colombia, Denmark, France, Greece, Israel, Italy, the Netherlands, Norway, Portugal, Russia, Saudi Arabia, South Africa, South Sudan, Spain, Sweden and the USA.</p>

			<content:encoded><![CDATA[<p>Colombia heard the voice of educators loud and clear last year when 1,000 UK academics wrote to the Colombian president calling for the release of Dr Miguel Beltran. Several unions on the Education Solidarity Network did the same, including the CAUT in Canada and the NTEU in Australia.</p>
<p>Since our letter to the president, Dr Beltran’s trial was postponed following several ireegularities including suspected manipulation of the evidence against him. However, it is due to start again on May 3<sup>rd</sup>.</p>
<p>Dr Beltran has published research on the Colombian conflict and is an outspoken critic of the government. It appears that these actions are not tolerated in Colombia. He has been charged with “rebellion”, tortured, detained for 22 months and is currently held in a prison where 90% of the inmates are paramilitaries. He has been deprived of water and medical attention. We want to make a clear statement to President Santos and the people of Colombia that in a free, fair and democratic society, freedom of speech and expression are not optional. Those who avail themselves of such rights are not criminals, they should not be subject to detention, torture and imprisonment.  </p>
<p><strong>TAKE ACTION:</strong> UCU is calling on academics across the globe to demand Dr Beltran&#8217;s release.</p>

			<content:encoded><![CDATA[<p>Campaigners for trade unions and human rights in Colombia are reporting an incredible response to the letter sent from 1000 UK academics in support of Dr Miguel Beltran, the academic being tried for &#8216;rebellion&#8217; by the Colombian government. The story was picked up by all the main Colombian newspaper websites, Colombia’s main TV channel and its largest radio station. Dr Beltran’s wife Nelsa sent her thanks to all who had signed, saying she was truly overwhelmed with the response in the Colombian media and seemed really hopeful that it will be a lot more difficult for the authorities to convict Miguel after the support shown.</p>
<p>Dr Beltran’s trial began on Thursday 11<sup>th</sup> November and will continue until the 25<sup>th</sup> November. The verdict should come out around 12 days after that. <p>You will be aware of the huge interest in the trial of Dr Miguel Angel Beltran among the international academic community, demonstrated by the letter with over 1,000 signatories from academics in the United Kingdom which received such publicity last week in Colombia.  In addition, you will be aware of the recent protest by British parliamentarians calling for Dr Beltran to be released.</p>
<p>Academic staff in our countries too have been following the case of Dr Beltran closely.  It is seen as a test case for the practice of academic freedom, which is a cornerstone of a democratic society.  We share a deep concern that Dr Beltran has been in jail for the last 18 months because of his political beliefs rather than because of any crime.  Now that his trial is under way, we hope that it will be fair and objective and if it is, we are confident that he will be exonerated and released.</p>
<p>We are aware that Dr Beltran is just one of the many academics, trade unionists and other leaders of civil society who are imprisoned in Colombia for their political beliefs.  Others include trade unionists Rosalba Gaviria Toro and Liliany Obando and human rights defenders Carmelo Agamez, Samuel Rojas and David Ravelo.</p>
<p>We hope that a fair trial for Dr Beltran will pave the way to justice and release for all these political prisoners, and to an improvement in Colombia’s standing with the international community.</p>

The University and College Union has invited an imprisoned academic, Dr Miguel Angel Beltran, to address our Congress which takes place in Manchester in a month’s time, from 30 May to 1 June. In fact, Dr Beltran is expected to be in court in Bogota at that time, after a year in prison without trial. He is now accused of ‘rebellion’, which is a term we believe the government is using to suppress legitimate, peaceful inquiry and criticism by a respected academic. UCU is working to ensure that the trial of Dr Beltran is as fair and open to public scrutiny as circumstances permit, and we are urging the British embassy in Bogota to attend the trial as an indication of the international community’s interest in this case. <p>Dear Oriel</p>
<p> Thank you for your reply of 20 April to my email and I realise I am now on my second reply to that but having talked with others  I’ve had further more considered thoughts.</p>
<p> I  would strongly assert that the case against Miguel Angel Beltran is not only a judicial matter as it is a clearly politically motivated case- he has been held without trial for nearly a year on charges of &#8216;rebellion&#8217;. He is in fact an academic and a trade unionist, plain and simple.</p>
<p> There is evidence that many other innocent trade unionists and others have been held on this charge  for months without trial. For example, the recent case of trade unionist Alirio Garcia, detained August 2009, on charges of &#8216;rebellion&#8217;. He was detained for more than six months without trial, and when the trial finally took place, he was absolved of the charges and set free 25th March 2010. I am worried the same is happening here with no guarantee of freedom.</p>
<p>  Chris Bryant has said in a parliamentary debate, that the charge of &#8216;rebellion&#8217; &#8220;certainly does not seem like a law that respects human rights&#8221;. I  believe Dr. Beltran&#8217;s case is analogous, and  this is a politically motivated case against a critical academic.</p>
<p>Since you last wrote I still haven&#8217;t heard from the foreign office and also now , numerous letters from academics in this country have been sent to the minister. </p>
<p>Please. Would you think again or ask the ambassador  to consider  representations being made from the British Embassy or to send an observer? The  trial is in Bogota and I honestly feel that having an observer from the Embassy could help make the trial fairer  or possibly enable a reconsideration of the charges.</p>

			<content:encoded><![CDATA[<p><strong>Help ensure a fair trial for Dr Beltrán in Colombia</strong></p>
<p>On 22nd May 2009 Dr Miguel Angel Beltrán Villegas, a Colombian academic studying in Mexico, was detained by the Mexican immigration authorities at the request of the Colombian Government. He was flown back to Bogota where, the following day, he was charged with the crimes of ‘rebellion’ and ‘criminal conspiracy for terrorist purposes’. He has been detained since then in a high security prison, without trial.</p>
<p>Dr Beltrán is an academic widely respected by both colleagues and students who have spoken out against his detention. Before his arrest, he was carrying out post doctorate research in Latin American Studies at the National Autonomous University of Mexico. He also has a Masters degree in Social Sciences from the same institution and another in History and Sociology from the National University of Colombia. Dr Beltrán has written academic papers on the armed conflict in Colombia, and it appears that he has been detained as a consequence of this.</p>
<p>UCU invited Dr Beltrán to address our annual congress in May, and we now understand that he is to stand trial in court proceedings starting on 12 April. We fear that there is a strong possibility that the trial will not be fair or transparent. General secretary Sally Hunt has written to UK foreign secretary David Miliband asking him to ensure a fair trial. 			<content:encoded><![CDATA[<p>A report by UNESCO (the United Nations Educational, Scientific and Cultural Organisation) has illuminated the extent of the private sector&#8217;s takeover of higher education across the world. The report claims that 30% of global HE is now provided by private providers. It also says that private sector HE &#8216;is run mostly on a business model, with power and authority concentrated in boards and chief executives. Faculty hold little authority or influence and students are seen as customers.&#8217; They also make the key point that private providers drive down costs, partly because they rely on casualised academics.</p>

			<content:encoded><![CDATA[<p>Half a million academics from around the world have joined forces to create a series of new international agreements that will help safeguard academic standards at home and abroad.</p>
<p>Developed from an initiative led by the UK&#8217;s University and College Union, unions from North America, Europe, Australasia and Africa sign deals at an international conference &#8211; Challenging the global market in education &#8211; held at the Institute of Education in London. The agreements make specific references to protecting academic freedom and monitoring the work of private companies in higher education.</p>
<p>The unions are concerned at a growing international market in tertiary education that has seen universities in the UK, America, Australia and Canada open lucrative campuses in the Middle East and East Asia, and say they will use the agreements to hold institutions to account for their overseas ventures.</p>
<p>Signatories will report abuses like those at the Singapore campus of Australia&#8217;s James Cook University, where a lecturer was suspended and dragged before a court of law for wearing a pro-democracy t-shirt. The conference will commit unions to discouraging staff and the academic community from working and sharing research with institutions with bad overseas records.</p>
<p>The agreements will also allow the unions to share intelligence and work on joint campaigns against private companies who are looking to set up public-private partnerships with universities to recruit international students. The unions oppose the creation of a two-tier workforce in higher education and believe that in-house alternatives carry far less risk to the reputation, academic standards and financial well-being of universities. The private firm, INTO, for example, has been overwhelmingly rejected by staff at every UK university that has been polled on whether or not the institution should work with the company.</p>
